How does enrolling in Universities in Australia work?

I’m so confused about how i actually enroll and when. I’ve been to the websites and stuff but they say stuff like “Pre-enrolment is an annual process whereby continuing students (excluding non-award/non-degree) choose and submit their enrolment selections for the upcoming academic year.” and i don’t understand what I’m supposed to do with that and what they mean. I wish to apply to University of Sydney and any others that offer veterinary science for 2012.
