In Texas anyway the most likely cause of chocolate bloom is allowing it to get warm in storage or shipment. Chocolate softened in a warm warehouse or truck will bloom when cooled back to cool room temperature.
Candy makers sometimes use chocolate flavored confectioner coating rather than real chocolate to avoid bloom.
*Discoloured* how? Does it have white spots on it? If so, that's called "blooming" and it happens when chocolate is exposed to moist conditions - perfectly safe. Any other colour and I'd be a little concerned.
