Why would it have been difficult to enforce the equal pay act 1970 and the sex discrimination act 1975 (in terms of woman's and men's rights, ect)?

I need to find out this and, also, what rights it would have given women and men in the workplace?

You’d need to compile salary information for men & women who have same degree, etc, from a broad range of companies, then make sure their jobs, duties and responsibilities all lined up before having a baseline for what is “fair” and what is “discriminatory” pay ranges.

That sounds like you should read the act….this is homework, yes? I’m also referring to what similar acts have been passed in the US….I’m not sure how it would work in the UK.
