The Portal Orange Box is the “free” bonus you get when you by the Orange Box. Some people get an extra HL2, some get Portal, some get other games. It’s like a lucky packet when buying the OB. Normal Portal is the paid version and has the extras section as far as I know. I had the OB copy and then got it as a gift my main steam acc. It’s the only difference I noticed.
