There is a category of laptops called "netbooks" They are small and inexpensive with minimal RAM and hard disk space designed for web serving and limited local applications. I bought my wife an Asus Eee PC three years ago and she used it lots and now my 9 year old daughter takes it to school. It was around $150 and about perfect for what we use it for. Ours is a Windows XP netbook and would be Windows 7 if we got it today. There are also Linux netbooks and tablet computers to consider.

And for free use Libre Office or Open Office same as word, excel, power point, but need a little practice to master those 3 software :)
The Acer Aspire One D250 netbook at Costco for $400 complete with external optical drive has to be pretty close.

try a net book they only run about 100 to 200$ or maybe a tablet i got mine that runs on android for like 170$
