yes you can. I am 4ft 11 3/4 and I am a model. I do all kinds of modeling like tv, cloths, hair, and lots other. you just gotta find the right agency to take you!
Not for catwalks no...you have to be quite tall for that. But most swimwear models are actually quite on the short side. I'd say worth giving it a try though
You could do magazines and commercial modeling - but they would not hire you for runway modeling.
Most models would be a bit taller than me and I'm 5'9"
