Where can I buy a cellphone without a carrier?

At&T seems to have a lot of cellphones, but if you dont take there carrier they either crack up the price 2 fold or they wont sell the good ones for you. only the old and crappy models.

Where can i buy a cheap cellphone. it could be a used (but in very good condition) or a factory refurbished one. or a wholesale new ones ?

please dont tell me to go to AT&T or Ebay I want to find a site where i can buy cellphones to resell.

Does anyone know a site such as this in america ?
