Ok I like this girl and im pretty sure she likes me 2, but she is my friend’s sister and I dont know if I should ask her out or not cause of the brother. He and I are good friends and I dont want of friendship to be messed up. please help

Make sure you like her for real, this isn’t just a fling or an attraction. If it’s more than that, ask your friend first what he’d think if one of his friends went out with his sister. See his reaction, and if he seems okay with it, then go for it. BUT, if he seems weird or grossed out by it, it’s best to remember that people go through many girlfriends/boyfriends, but their real friends are usually around for much longer.
