Its best to apply though, that way you know you atleast have some chance of getting one.

I did not get any help with my wife’s school, they said we made to much, now I have to pay on her 80K of school loans.

I think that there is both, but most of the time you don’t want to risk it so you might want to apply for some, that way you have different ways to go.
