Why is my fixed dog still doing these things?

My dog Charlie has been fixed for two -three years now and he still trys to do things to my dog Lucy. Why is that

He feels attracted to her. It's just like with a person. You can get a man fixed, but he'll still look at girls.

He is showing his dominance over her. Just letting her know he's the pack leader. That's why male dogs hump other male dogs.
