Your advice was helpful or not to whoever rated the answer I.e.
100% or 1of 1 means good information while..
0% or 0 of 1 means unhelpful information

Its like, if you did a good job of answering someones question, if you think their advice was good.
High rates mean you are giving good/helpful advice, low rates usually means someone didn't find your answer helpful.
What they all said...
Also nothing really happens...
If you get a lot of low rates (usually happens if a person is being unhelpful on purpose, their advice is dangerous, they're being purposefully annoying, or rude) then the admins may have to step in and warn the person...
If you get a lot of high rates for clear, helpful advice and the admins notice, they may decide to promote you, or you can request to be promoted to advisor (ofcourse it isnt mandatory that you get highly rated...)
It shows what people think about your answers. Clicking on 'yes' says you think this answer is helpful. Clicking 'no' says you think it is unhelpful, and clicking on 'report abuse' is a way to kick people out who call people names and other bad things. Most important, you can only rate three answers per page!

What does it mean when people rate your answers?
What does it mean when people rate your answer that you give?
And what happens if you get a lot of high rates?
