No, t's not stupid at all. The noun 'building' does not come from the present participle form of the verb 'to build/he is building' .

-ing is a regular ending itself (like -er, -ship, -ness and others). It is added to verb stems to make nouns in English (it is related to the German ending -ung).

That's why there are many nouns that end in -ing without meaning that the action is still going on: a railway siding, piping, a painting, a meaning...
