Hi,

Some states have become transnational in that they treat their emigrants as long term, long distance members. These states also give emigrants duel-citizenship or nationality. States such as El Salvador, Mexico, Portugal, Dominican Republic, Brazil and Macedonia fall into this category.

hope that helps.

Vatican City comes to mind as an example. Citizens of the Vatican come from everywhere, and their citizenship is usually temporary during their employment with the Vatican and its embassies. It can also extend to their families.

The economy of the Vatican seems to me to be transnational because it depends almost entirely on the donations of Catholic churches around the world, and of course on tourist activity.
