Tampering with a witness?

Ummm yea so a friend of mine got a ticket yesterday while he was driving a friend of mine on a jet ski. Some moron told him that he cant talk to that guard because its "tampering with the witness". Is this true?

depends on the situation for yours it would be but don't take it you know but he could have been genteler about it@
