It may be because they are depressed but it may also simply be the "tool" they use to deal with problems that they have trouble dealing with. It is a mental problem and requires therapy or counseling to overcome.
It may not be illegal but it may be grounds upon which a person could be committed to a pychiatric hospital for their own protection.

Unfortunately the research hasnt been conducted quite enough in this field. I've got my bachelors in psychology and I'm in a counseling program and we still havent learnt about self harm except as a mention in cases of borderline personality disorder and autism spectrum disorder.
However, as someone who used to self harm, I know I was depressed. Doesnt mean it's true of everyone ofcourse... But my guess would be yes, most people have some sort of depression (even anger can be linked to depression).
Lol, is it legal. Yes it is legal. They cant put you in prison for it. And most doctors with a brain (ok I'm being unfair, doctors who have had training in psychology) would be able to differentiate between self harm and a suicide attempt and would not try to baker act you (I.e. have you forcibly commited into a psych ward). However you really cant rely on doctors and such actually having brains (again, or being trained in psychology) and so sometimes if you get unlucky, they may try to put you in a psych ward. This should in no way stop you from getting help in an emergency... as long as you can see a psychiatrist before they take you to the psych ward, s/he should be able to stop them and instead recommend outpatient treatment (there is no point in putting a self harmer in a psych ward, it's a long term problem...).
