Given the situation of course he could have an STD...you both need to go to the doctors ASAP and both get checked out. After your rape did you not have all the tests done for pregnancy, STDs, AIDs etc? Was this not reported? If not get to the police station now to report this...there could be others being hurt and you need counselling and help.

it could just be irritation. to much sex can cause that or lack of lubrication.
Guys that aren't circumsized can get it. It's actually just a friction rash. It happens to me every once in a while, particularly if there's not enough lubrication or if I have sex for the first time in a few months. If it doesn't go away after a week or so he should obviously go to a Dr, but if it does he probably doesn't have anything to worry about.
