If you have the bumps where you have been shaving then they could defintly be ingrown hairs or irratation from shaving. They can even itch a bit and if they get infected they can hurt a little. Usualy they go away by themselves or sometimes you need to break the thin skin that's keeping your hair inside the epiderm so they can grow outside. If it gets worse then you might want to check some of these things: are you using a high quality razor and making sure that it is almost new and sharp? Are you using a mosturizing gentle soap? Are you putting cream to mostuize the area after shaving? Are you letting your skin breathe and keeping it clean (pants too tight, sweating, etc)? Your skin will usualy adapt to shaving in time but if it doesn't you might want to stop shaving and go for trimming instead.
