ez8o5 is right about the reason why, I'm sure. But now you have to work out how to get round that problem. I remember asking my mum when I was 12 or 13. She honestly hadn't noticed that I was ready for a bra - when I finally got measured she was shocked about how big I was - she truly thought I was still a little girl.
Because you've already had a problem talking about this with your mum, you're going need to be quite tactful about how you bring it up again. (I'm a mum myself now, so I'm thinking about this from her side as well as yours.) You need to sound really calm and mature about it, and ideally ask at a time when you've already been chatting nicely for a while - don't spring it on her out of the blue when she's busy, or something! If you avoid a whining tone of voice, and don't sound like a little kid begging for something, she's going to have to start taking you seriously.
You need to state the facts:
'At my age, most girls wear bras.
I need one because my breasts show through my clothes and boys stare at them. I feel like I'm on display but I want to be more modest.'
Telling her that you want to be more modest might help! She won't want to admit that her little girl is growing up, but she also won't want to think that her little girl looks sexy, so being honest about your discomfort around boys will probably help her to understand that you are serious about needing a bra.

dude, how lame, I've never heard of a mom do something like that.. usually moms can hardly wait for that day to go bra shopping lol. well honestly if she isn't going to get you one, you got to go and get one for yourself, or at least go with an adult you're open with like your aunt or your best friends mom or something. I would start out with a sports bra if I were you, don't get into all that A B C cup things just yet.

if she really doesent want to buy you one you can buy one yourself, like start with a simple sports bra for a while. but id ask your mum a bit more, tell her things like you dont feel comfortable without one and its about time to get one.
guys are also more likely to be looking at your chest if your not wearing one so tell her yo really need one!

OMG!!! My mom wont buy me a bra I asked her sooo many times and she said no!! I told her WHY I wanted a bra! ( NOT because all my other friends have one!!!) because I dont feel comfortable NOT wearing one and also because its embarassing for guys to see. I used to be so close to my mom now that she wont buy me a bra everything kinda changed.
Oh and I already asked for the sports kind. She STILL said no!!
