Can my friend report it if his mom is abused?

My friend lives in a foster home because his mom's a drunk and such. he's 15. he still cares about his mom and gets angry at night because he know's his mom's boyfriend beats her and I feel so bad casue I can't do anythnig about it. and he doesnt know what to do either. can he report it or something?? I don't know much about it, and I dont understnad why he doent break up with him, maybe she's scared. and my friend wants to go and beat up the guy but I dont think thats going to do anything. so im stuck, maybe someone can help??

YES. Things like this need to be reported, otherwise they can get worse.

technically you could report it as you know that someone is in danger but try and convince your frind to get help for his mom and try to let him know that he isnt in any trouble as he could feel guilty for telling somebody something of that nature but if he is in danger as well id deffinatly advise it and also try to comfort him as he could become lonely in such an iscolated place like a care home.
