Well, I reckon you should first plan out all the characters, writing a bit about each character usually helps me to become more inspired as a plan.
Second, plan out what the storyline is going to be like, roughly and make it very basic so it becomes easier to build up on. Once you know that, you can plan your chapters and decide whats going to happen in each chapter, try to do it roughly, because that way it gives you more room to expand on your ideas.
Managing time, well since I usually give up stories because I lose interest or it's taking too long, I'd say give yourself a set time to draft and then write-neat for each chapter so your setting yourself targets.

Some of the best writers have simply based their writings on personal experiences in life. If you think along those lines, then your story will be most original and you will have much better control over what you write and it's overall structure.
Take perhaps your very first love in your life and write a story about that from beginning to end... or, perhaps some other interesting experience that happened to you in your life.
It is a real neat way to tell the world about your life without getting up close and too personal in someone elses face about it. You can not only share the experiences that you had with others, but you can also advise them what to do, and what not to do in similar situations perhaps... not to mention that you'll never have to wonder how it should turn out. You lived it. You already know.
