I am asking a similar question, but one thing you should definitely look into is yoga. It helps tone all over and then you can target certain areas. Also, exercise balls work well for thighs & butt.

eat healthy and exercise those areas
running,walking even dancing will tone up those areas

yeah do lots of running it will 4sure tone up your thighs also squats and leg presses are good and running will help with love handles too
