Hi!

Well, first you have to have the picture uploaded to a website. Photobucket is a good free one that people use a lot.

After it's uploaded and you have the link of it, you put it in with this HTML code:

<*img src='http://www.thepictureaddresshere.com'>

(Without the * before img).
