The tone color of your skin and the cause, or reason, for the dark marks may very well have a bearing on whether you would be a good canidate for such, and also what constructive options would be available for you.

Sorry... in my previous message I had said that there is laser surgery availabel that can actually face dark spots on the skin. I meant to say fade dark spots on the skin.

An after thought, however, is the fact that this same surgery is quite often used to remove unwanted tatoos as well.
