How do I get rid of black marks on my face?

I have had a dirt on my neck for as long as I can remember and black marks on my face for quite a while now. I've used everything to get rid of them but they don't seem to do anything. If anyone knows any kinds of neck cream or facial wash or toner, please let me know. Its killing me to get rid of them.

What does that entail and how much does it cost?

I'm guessing it's black-heads. Are they like small little black dots? If they are, get an exfoliator and a deep cleanser. Also you can get black-head removal things.Just get anything that mentions black heads but is a good make. Hope this helped x
