It can be very hard to spot reduce - target weight loss in one specific area of your body. Your body doesn't care what area you want to lose weight from first, it will do it how it wants. If when you gain weight, the first place it goes is your legs - then that is the last place you will lose it from. Very frustrating, yes. You need to do a lot of cardio excersise to get your heart rate up regularly for as long as you can. Sure you can do weights and toning excersises but you wont be able to see any of that hard work under a layer of fat. Burn the weight off by running, power walking, cycling, skipping, dancing - anything that gets your heart rate up and your blood pumping. Be consistent and stay at it, don't be discouraged if you don't see results straight away. I have the same problem with my legs and it took me 2 months of running 6 days per week to notice a difference.
