If somebody just wanted to buy america from our gov't (yes I know this extremely unrealistic and will never happen so please just stick to the topic at hand and if not ignore the ? And move on lets just be imaginative)

You would have to start with the people. Obama and the other elected represenetives wouldn't be that hard. Obama would probably step aside and appologize for how America has oppressed you. There would be very little force involved. Money wise you couldn't buy him because he nearly has every dime every Amercian citizen has made. As to congress you just have to let them assume they are still in control. Let them pass laws that will screw America every now and again and they will be happy.
The states on the other hand would be very hard. There are some states that just wont follow and you have to be ready for that. Texas can not be assimilated, get over it. The northern liberal states would be very easy, just promise them high taxes and more government control.
