How do I put a blue streak in my hair?

So I'm a struggling college student. I cant afford to go to a salon to put in a blue streak. I'm just wondering what is the best way to do this. I know I should bleach my hair but I'm wondering if there is any way I can do it and skip this step.

I do hair all the time, will all kinds of colors.

hair bleach, they usually sell these at drug stores.
Its called Xtreme something I cant exactly remember right now.
Make sure you follow the directions

What you do is for three days you leave the hair bleach in for about an hour.
Your hair will turn white eventually or close to it, dont be scared its supposed to happen.
After all thats done, you can put in the blue hair dye leave it for another hour and a half and make sure you apply heat so that it gives it the brightest effect possible.

what is the texture?
your ethnicity?
what is the color?
is it damaged?
have you dyed it?
