How do I housebreak a 14 month old chihuahua?

what's the best way to housebreak a 14 month old female chihuahua who uses in my kitchen on a daily basis? I feel like I've tried everthing!

Have you tried to put her litter pan in the kitchen?
Maybe she needs a taco bell? just kidding lol

If it was not 14 months I would suggest train it to go outside, since, a Chihuahua shoulden't be treated diffrent from any other canine. Well, I would say place its poops where you want her to go. Keep doing it, and take her to where you wish her to go to the bathroom. Show her that is where she goes. Animals instictivly go to the bathroom in one spot.
