I did this by using sweet scent over and over and over again.When I caught the first tailow I had been looking for a shiny jigglepuff and up pops this shiny tailow!! You can only catch Shiny/Trophy pokemon in Gold and Silver and without cheating from my memory it is a 1 in 160000000 (1.6 billion) chance you will even encounter one... With Cheating though you may be able to find a cheat to get shiny pokemon in Ruby with a Gameshark But it will be every pokemon... also catching Shiny Pokemon in any game may corrupt your game file if you catch too many (Happened to me twice with silver)
