If you want to get a ''ripped'' body you should first bulk : gain a lot of weight by lifting weights. Once you have muscular mass, then you start to cut.
Day one you take low carbs (carbohydrates also known as sugars), second day even lower carbs and third day high carbs. Then you rotate again : day 1,2,3,1,2,3 ... etc., so your body does not get used to the diet. Your work out should be cardio for 30-40 minutes and weight training right after. Once your body has started to burn fat after the cardio, the weight training will eventually burn even more.
Try to work out 5 times a week, but not 7 - you're going to need the rest. Get some good sleep every day and within a few motnhs you will start to look different.
So, if you're skinny right now -> start bulking for let's say half an year and then cut. If you're bulky right now, start cutting right away.

Is bulking up a neccesity?Because I don't want big muscles I want nice lean muscles
When you cut, you lose muscle mass. So if you cut but you're not bulky you'll find yourself with little muscle left and therefore won't look ''nice''.

I was wondering how can I get my arms to like look nice and be nice and firm because I want to get my cuts (I think thats what its called)
and well I want to know how can I get my arms to look like this--->
And also what to do to get nice firm looking pecs ehh also similar to that -->
Tell me the specific excercises like
1.Biceps...
2.shoulders(if you actually do excercise on that)
3.triceps...
4pecs...
