I also have very skinny legs but im 5' 3 and weightonly 92 lbs and I have a high metabolism. I finally decided to give up on trying to gain weight and I just decided to start toning my body instead. So every night before I go to bed, I get on my hands and my knees and I lift one leg at a time still keeping the knee bent at a 90 degree angle. I do this 20-30 times each leg with about 3 reps for each leg. this tones the butt and also the back of your thigh. and to tone my calves, I stand on my porch steps facing my house and I put my toes and the wide part of my foot on the edge of the steps, letting the arch and heel hang off. I then raise myself up and down, using only that half of my foot. that tones your calves. When your legs hurt, that means your muscles are tearing because they weren't in shape. when your legs begin to hurt, do it about 5-10 more times. hope I helped.
your age and gender would help a lot when asking a health related question. the first thing i would recommend is go to your family doctor and request a test to check your testosterone levels. if this is low you will spend your whole life trying to build muscle and never see any gain. assuming your physically o.k. get yourself on a high protein diet and start pounding the weights. the most important exercise for you is going to be the squat. running will help but it is also going to burn a lot of your hard earned calories and calories equal pounds. you only mentioned your legs, but if i were you i would go to your local gym and get on some type of a full body workout routine. you don't want to be walking around on tree trunks and have shoe strings hanging out of you shirt sleeves. good luck.
