I'd contact the ISP and also the local authorities about the issue. If somebody is messing with the account illegally, that's a serious issue, and shouldn't be terribly difficult to track down & solve.

Friend's e-mail got hacked, how do I get in touch with my isp?
My best friend's e-mail got hacked and as soon as he had done that he changed the password. One day, she was sitting in her home, minding her own business when a friend called and told her the strangest thing. Somebody had hacked into her e-mail and had asked her friends to send 100 L.E. to a certain mobile number and one of her frinds had believed her. How do we know who this guy is? If I have the number, can I found out the true hacker's identity?
