How do I cut my hair or rather where to start when cutting my hair to make it look like that of emo/scene gurls I see on the internet?

You might be talking about the asian mullet. Most emo hairstyles came from asia mostly korea where it's real crazed up about hair.

It's called an asian mullet for girls. And it's not how it sounds.

just get it really choppy and layered so much that at the bottom its thin and top its thick.
