Why won't my 4-month-old dog stick to training?

My puppy is now almost 4 months old and still isn't trained!!. i'm pretty sure he gets the point that he's supposed to go outside but he won't go to the door. and ends up doing it in the house. if you know ANYTHING that would work please tell me!
