no it only means your dog is low on water so you should hydrate him/her if that is not it then you should ask a vet.

It may be a symptom, however you want to look for others, not eating, laying around, not peeing, or pooping, vomit, loose stool. Make sure the gums are nice and pink

my puppy used to get that all the time, it just means they are low on fluids in their body, so they need to drink more. see if your pup likes sucking on ice cubes if you live in a warm climate
