You get a phone call and caller ID says the number calling you is 000-012-3456, first should you answer the phone? Who is calling you? Where are they calling you from? Now if I could type upside down and backwards.

Probably a call relating to an online prank call website. I believe one example would be prankdial.com. You can make the caller ID be whatever you want. Should you answer? I don't know, you might get a good laugh or a good scare, who knows.
