I made a call to American Airlines and here's what they said: you would have to purchase her seat next to you..you may bring her car seat..hope you have a smooth (as well as can be expected LOL) trip and be sure to Thank your husband for his service !!
It depends what airlines you will be using. Also, on how occupied it is.. I mean if it's not full you can ask if she can be near you...
I know on Domestic Flights American Airlines will let her fly as a lap child for free, if you find a flight that’s not full they will let you use the seat next to you if not in use or if you can get the person setting next to you to move to another open seat. Most of the time they will with the price you would save I would try that. Good luck!

Will my child fly for free?
Im leaving Germany back to Houston because my husband is leaving to Iraq. I have an 8 month old daughter. I dont want to carry her on my lap for 17 hours beacause that is just way to uncomfortable. Can she still fly for free if she has her own seat next to me? And can I bring her car seat for her to sit in during the flight?
