Why would the white house want to takeover counting the census numb

Why would the White House want to takeover counting the census numbers from the Commerce Department ?

 
So that they can skewer the population count making the democrat areas more populated thereby giving them more Representatives in the House.

Senator Judd Greg who Obama chose to head the Commerce Dept has a reputation for trying to undermine the counting of minorities. My guess is that Obama wanted a principled fiscal conservative to run the Commerce Dept but knew his running the Census would be problematic.

I find myself asking myself why Obama chose Greg in the first place. Judd Greg wanted to end the Commerce Dept so is he really the right person to put in charge of it?

I assume that Greg had a lot of pressure from fellow Republicans to decline the position to undermine Obama's effort at bipartisanship.
