Why do guys think it is cool to wear baggy pants??

Hi, I was driving down the street the other day and there was a guy walking down the street and he was wearing his pants sooo low that his butt was sticking out of his pants! To me, that is the biggest turn off ever and it looks so nasty. Someone tell me why guys think that it is cool.
