actually I found the answer... it was a question in my government class.. and it ended up being liutenant governor (David Dewhturst)

If you want to get technical, it is the power that controls the rest of the states.
The IRS. Taxes technically aren't legal yet are treated like a law. Taxes control all states. Taxes ruin lives. It is the same in all states.
