Yes it can, so long as you use the right software to create a DVD from your video.
The video itself from the Windows Movie Maker will not play in dvd players.
Using the DVD burning software that comes with most computers will work just fine.
When the DVD is created it converts the video to the VOB DVD format that will play in almost any DVD player. Depending on your settings used when saving the video it may look a little grainy, but most times it will come out looking great.
