we have been going out for a month but I have known her for 2 years anyway I dont know when or how I should make the move to makeout with her

Well make sure it's in private. Your girlfriend & the general public will probably find it quite akward if you start making out any where.

My suggestion is in the bedroom room/lounge room. Sit down next to her & let it go from there. If she seems uncomfortable or tries to pull away then stop imediatly, if you push things then there is a chance you may ruin your relationship.

There's no right time for it. Just do it when you and her are ready to. And like Tilt a whirl said, make sure it's in private.
