No right or wrong time, and believe me guys wont care. During your period is a little messy. Obviously your less likely to get pregnant during that time, but it may gross your guy out.

Personally I prefer a day or two after a period. It seems like there is more natural lubrication and consistency. Certain times of the month secretions during sex are actually thick and gooey with a slightly stronger smell. I'm sure it's different for everyone. But like I said guys aren't too particular, and don't seem to care.

The right time to have sex is when you and your partner are reday to have sexual intercourse.

Remember to use contraceptions such as condoms, the pill...to protect against STI's, STD's, HIV, and an unwanted pregnancy.

where can you get birth control pills?

Sorry for the late reply, you can get the pill from your family planning centre, or from your doctor, but I would still recommend that you use condoms as well because they are more reliable and the pill does not protect against STI's, STD's, chlamydia etc.
