I used Yahoo Sitebuilder (http://sitebuilder.yahoo.com) to make a site for my dad's consulting company, and it was super easy. It came out looking nice. I also don't think you have to sign up to host with them to use it, I believe you can just download it (but I could be wrong). Try it out.
