Dreamweaver is the one I use most often...however, I don't use much HTML software anymmore. When I did, I tried go live, (now owned by adobe, as is dreamweaver), homesite, and a bunch of others.
Generally speaking, if you put in the time to learn, I think dreamweaver is the best but it's probably the most expensive.
