'One' is an abstract concept...in the language of math, it's simple. It's small.
But, as soon as you move out of the abstract...a number represents something. So, depending on the something it represents, it can either be very large, or very small.
And, it could represent a set of something, and there could be a near infinite number of members in that single set, which conceptually, would be a lot of stuff, but still a single numerical value, eg, one. 
Does that help? I took too many philosophy courses in college.

What is the value of 1?
People when I ask this question say 'that is the dumbest question I've ever heard- its obvious the value of 1 is 1'
But now I ask- what is 1? Really is it big? Is it small!? I don't know- this is a very complex question if you think about it hard enough.
