I think you should tell that boy who you really really like that you do not want to hurt the other boy so time to time you have to be with him (the other boy) too. And you may tell the other boy (who you do not want to hurt) that you are with the first boy more than with him because that is beter for you, but you will bee with him on a regular basis, so there is no reason to worry. And kepp smiling at both of them.

If you don't like the first guy, don't date him. Why date someone you don't like? Sure, most people don't like to turn someone down and hurt their feelings, but sometimes it needs to be done. We can't say yes to everyone. You can do your best to turn him down in a nice way.
