What colour should I dye my hair?

It's ginger/ red. I tried dyeing it before but it only made it a darker shade of red. My hair is layered, about halfway from my chin to my shoulders and I have blue-green eyes, and my eyebrows are a gingery-blonde colour , so would I have to dye them as well?
