Weeping cherry tree

Does anyone know whats wrong with my weeping cherry ? I planted it last spring and it was fine but now this spring no leaves , I have buds but their not comming out . I think the trees still alive because when I pinched one bud off its still green ....

Can somebody give some advice? Thankyou

Get some miracle grow and water the tree every day and trim away any branches
that take out the sunlight from around the tree...it might just be partly dead I would
leave it in the ground and use the miracle grow and water it each day...
