It's easy to do.
You can start with your Internet Service Provider. Many of them include webspace with an account. That webspace is where you can have your website. If your Service Provider doesn't include space with your account, there are several places on the web where you can go to have a website. Myspace.com is one place where people have their first 'website', there is also and blogspot.com.
If you want to go another direction, you can register a domain name, Fees for this vary from registrar to registrar, then you can also sign up with a hosting company, fees for a hosting account vary from host to host, then you can code your very own pages and upload them to your very own space.
You can also fine someone local to you who can help you with the process.
There are several companies out there that will built you a site for a price.
But beware, all too often I see people that know how to use a program like Dreamweaver, FrontPage, or Go Live that really don't know anything about writing the code themselves and market themselves as web developers. Sure, they can build you a website, but all too often the security of those sites is missing. Bad code just doesn't make up for a cheap price. You get what you pay for.
This is a very rough idea of how to do it, but it gives you the basic idea.
